Evaluation and research on the construction and measures of telecenters for clinics on isolated remote islands of the Federated States of Micronesia (2012)

In 2009, as a pilot construction project of APT, we built telecenters in five rural areas of three states (Kosrae, Pohnpei, and Chuuk) together with Micronesia's Ministry of Transportation, Communication and Infrastructure, and conducted a demonstration and research on not only technical construction and operation, but also challenges and methods for effective continuation. Following on from that, this time, we built a telecenter on an isolated island of the State of Yap in the Pacific. We then conducted investigation research on continuous operation, and promoted the project toward the realization of measures for expanding ICT in Micronesia in the future. We installed small satellite communication equipment in an actual clinic on the isolated island as a telecenter, and built a wireless network on the island and expanded the use of ICT. However, the most significant challenge was for the local government, etc. to establish a mechanism and workflow so that the equipment could be continuously used on the island.

Transportation of baggage between a ship and the island is performed by round-trip using a small boat. A non-regular cargo boat (about once a year) is used for deliveries to the island.
